When Zambia was saddled with external debt, healthcare was one area where the government tried to make savings.

Encouraged by the World Bank, it introduced fees for using health clinics. Now in a bid to improve rural health, it has announced visits will be free.

Arnold Tutu visited Chongwe – a rural district 45 kilometres from Zambia's capital Lusaka to check on progress.
