Poverty Reduction Strategy Papers – promoted by the World Bank and International Monetary Fund – have a huge effect on food prices, taxes, wages and social spending.

Some argue that they should and could play a central role in meeting the UN Millennium Development Goals. But are they helping, and are ordinary people being involved?
